Date: 27th August, 2026 To, To, The Listing Department, The Listing Department National Stock Exchange of India Limited BSE Limited Exchange Plaza, C-1, Block-G Phiroze Jeejeebhoy Towers Bandra Kurla complex, Bandra-East Dalal Street Mumbai-400 051 Mumbai-400 001 Symbol: STARCEMENT Scrip Code: 540575 Dear Sir(s)/Madam(s), Sub: Regulation 30 of SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015 (“Listing Regulations”) Pursuant to Regulation 30 of SEBI (LODR) Regulations, 2015, this is to inform you that the Central Government vide The Mines and Minerals (Development and Regulation) Amendment Act, 2026, notified on 22nd August, 2026, has amended the Mines and Minerals (Development and Regulation) Act, 1957 (“MMDR”), to restrict the imposition of taxes, cess and other levies by State Government(s) on mineral rights or mineral-bearing lands. The Amendment Act 2026 further provides that any levy not paid or collected by the State before the Amendment Act 2026 shall be deemed to be invalid. However, amounts already deposited or recovered before such amendment shall not be liable to be refunded. The amendment provides restrictions on the imposition of any levy on mineral rights or mineral-bearing lands, except in accordance with such conditions or restrictions as may be prescribed by the Central Government. The Company and its subsidiaries have been paying Mineral Cess on Shale at ₹25 per tonne, and Mineral Cess on limestone at ₹60 per tonne in the State of Meghalaya, and paid ₹35.50 Crore in FY26 and ₹10.15 Crore so far in the current FY27, towards the same. In view of the amended provisions of the MMDR, as on date, the Company and its subsidiaries are no longer required to pay Mineral Cess with effect from 22nd August, 2026.
