Nature of the work and its relevance to the Company
• The scope of work includes underground excavation works — the Main
Access Tunnel (MAT) and the Power House Adit — which provide
construction access to the underground power house cavern of the
project.
• Execution of this package would add hydro-electric tunnelling
credentials to the Company’s pre-qualification profile, which is a
recognised qualification requirement for tenders in the hydro-power,
pumped storage and underground works segments.
• The project would mark the Company’s first engagement in the pumped
storage hydro-power segment and its first engagement with WBSEDCL,
a State power utility.
• The project would extend the Company’s operating footprint into West

("BIL" or "the Company") has been declared L-1 (Lowest Bidder) for the
construction of the project road, ancillary structures and the Main Access
Tunnel (MAT) including the Power House Adit for the 4 x 250 MW Turga
Pumped Storage Project at Baghmundi, District Purulia, West Bengal.
The tender has been invited by the Pumped Storage Project Department
(PSPD) of West Bengal State Electricity Distribution Company Limited
(WBSEDCL). The Company’s quoted value is Rs. 78.09 Crores, with an
execution period of 18 months. The formal Letter of Intent / Letter of Award
from the Authority is awaited.

Scope of work
• Construction of the project road and associated ancillary structures.
• Construction of the Main Access Tunnel (MAT) — the primary
construction access route for the project’s underground works.
• Construction of the Power House Adit, providing access to the
underground power house cavern.
• Allied civil and infrastructure works at the project site.
Why this package matters to BIL
• Underground works credentials: the MAT and the Power House Adit
are hydro-electric tunnelling works. Execution of this package would
add tunnelling experience of the kind that forms a standing pre-
qualification requirement in hydro-power, pumped storage, metro and
highway tunnel tenders.
• New segment: this would be the Company’s first package in the
pumped storage hydro-power segment.
• New client and new geography: the Company’s first engagement with
WBSEDCL, a State power utility, and its first project in West Bengal,
extending its footprint beyond its established base in the North Eastern
region.
• Early-cycle positioning: access works and the MAT are enabling
packages on the critical path to the underground power house, placing
the contractor on site at an early stage of the project cycle.

Commenting on the development, Mr. Umang Prithani, Joint Managing
Director, Brahmaputra Infrastructure Limited, said:
“Being declared L-1 on the Turga access and tunnelling package is a
meaningful step for us. The Main Access Tunnel and the Power House Adit
take us into underground works for a pumped storage scheme — a segment
where the qualification bar is high and where credentials are built one
package at a time. It also takes us into West Bengal and into a first working
relationship with WBSEDCL. We now await the formal award, and our
focus will be on mobilising early and executing this package to programme.”
About the Turga Pumped Storage Project
The Turga Pumped Storage Project is a 1,000 MW closed-loop pumped
storage scheme being developed by WBSEDCL at the Ayodhya Hills in
Baghmundi block, District Purulia, West Bengal. It comprises an upper and
a lower reservoir with an underground power house, and is located near the
900 MW Purulia Pumped Storage Project, which has been in operation since
2007-08. Pumped storage schemes provide grid-scale energy storage and
peaking capacity, and support the integration of variable renewable
generation.
