Sub: Disclosure pursuant to Regulation 30 of the Securities and Exchange Board of India
(Listing Obligations and Disclosure Requirements) Regulations, 2015 – Invocation/Partial
Encashment of Financial Bank Guarantees by the Department of Telecommunications in
respect of Reliance Communications Limited and Reliance Telecom Limited.
Reliance Communications Limited (“RCOM” / “Company”), in continuation of its earlier
disclosure dated August 15, 2026 made to the Stock Exchanges in relation to the
invocation/encashment of Financial Bank Guarantees (“FBGs”) by the Department of
Telecommunications, Ministry of Communications, Government of India (“DoT”), hereby
informs the Stock Exchanges that the Company has received further communications from DoT
on 18th August 2026, in relation to the partial encashment of certain Financial Bank Guarantees
furnished by the respective banks on behalf of RCOM and its subsidiary company, Reliance
Telecom Limited (“RTL”), towards outstanding License Fee dues.
1. Partial Encashment of Bank Guarantee – State Bank of India in respect of Reliance
Communications Limited
DoT, vide its communication letter dated 17th August 2026 (letter received on 18th August 2026),
addressed to State Bank of India (“SBI”), has stated that the following Bank Guarantee issued by
SBI on behalf of RCOM is held by DoT towards security for due performance of obligations
under the relevant License Agreement:

DoT has stated that the licensee has defaulted in payment of outstanding License Fee dues
pertaining to FY 2023-24, FY 2024-25 and FY 2025-26.

Accordingly, DoT has requested SBI to partially encash the aforesaid Bank Guarantee for an
amount of ₹5,55,42,271/-, immediately and in any case not later than two working. Further
advised that necessary action may be taken for issuance of an amended Bank Guarantee after
partial encashment.
2. Partial Encashment of Bank Guarantee – Bank of Baroda in respect of Reliance Telecom
Limited (Subsidiary of RCOM)
DoT, vide its communication letter dated 17th August 2026 (letter received on 18th August 2026),
addressed to Bank of Baroda (“BoB”), has stated that the following Bank Guarantee issued by
BoB on behalf of RTL is held by DoT towards security for due performance of obligations under
the relevant License Agreement:

DoT has stated that RTL has defaulted in payment of outstanding License Fee dues pertaining to
FY 2023-24, FY 2024-25 and FY 2025-26.
Accordingly, DoT has requested Bank of Baroda to partially encash the aforesaid Bank
Guarantee for an amount of ₹16,25,000/-, immediately and in any case not later than two
working days.
DoT has further advised that necessary action may be taken for issuance of an amended Bank
Guarantee after partial encashment.
Financial Implications
The aggregate amount of the Bank Guarantees proposed to be partially encashed pursuant to the
aforesaid communications comprising:
₹5,55,42,271/- in respect of RCOM; and
₹16,25,000/- in respect of RTL.
The aforesaid partial encashment of the Bank Guarantees may have corresponding financial
implications for RCOM and RTL, as applicable.
The Company is presently examining the detailed financial and legal implications arising from
the aforesaid communications, including the consequential impact, if any, on the liabilities,
claims and obligations of RCOM and RTL in relation to the underlying License Fee dues.

Status of the Matter
The Company has taken note of the aforesaid communications issued by DoT and is examining
the same, including the basis and manner of partial encashment of the respective Bank
Guarantees and the consequential implications thereof.
The Company will take such further steps as may be considered appropriate in accordance with
applicable law and the ongoing Corporate Insolvency Resolution Process (“CIRP”) of RCOM
and RTL.
Further developments, as and when material, will be appropriately disclosed to the Stock
Exchanges in accordance with the applicable provisions of the SEBI (Listing Obligations and
Disclosure Requirements) Regulations, 2015.
