The MoU (Ref. NDIP/MOU/LR/2026/001) was executed on 31 July 2026 by Hon. Sekou M. Kromah, Minister of Posts and Telecommunications and Postmaster General, Government of Liberia; Dr. Idrissa Doucouré, President, GCIB Africa; and Mudraganam Chandrashekar, Chief Executive Officer, BCSSL. Scope of the National Digital Infrastructure Project NDIP is envisaged as a national flagship programme supporting Liberia's Digital Public Infrastructure, to be developed through a Public-Private Partnership structure. The scope of cooperation under the MoU spans: ● A National Data Centre and sovereign cloud infrastructure ● Cybersecurity and digital resilience capabilities, including a national Cybersecurity Operations Centre and CERT/CSIRT ● A Digital Identity programme and unified digital payments infrastructure ● Government enterprise network and e-government / digital services ● 5G telecommunications infrastructure ● Artificial intelligence and smart government initiatives ● Capacity building, technical training and local workforce development Subject to completion of feasibility studies and execution of definitive agreements, the parties intend to jointly establish a Special Purpose Vehicle (SPV) under the laws of the Republic of Liberia as the dedicated project company for the development, financing, implementation, ownership, operation and management of NDIP. The MoU has an initial term of 24 months, and no consideration is payable or receivable by any party under the MoU at this stage. A Regional Platform, Not a Single Deal The Liberia NDIP MoU is the latest, and most significant, step in a West Africa strategy BCSSL has been building with GCIB Africa since earlier this year: ● Senegal (April 2026): BCSSL and GCIB Africa signed an MoU for a “Digital Factory” joint venture spanning information technology, healthcare, infrastructure, education and renewable energy. ● Liberia — Mining & Energy (29 July 2026): Following an in-person meeting with Hon. R. Matenokay Tingban, Minister of Mines and Energy, in Monrovia, BCSSL and GCIB Africa jointly submitted a non-binding Expression of Interest for AI-driven mine surveillance, a digital mining licensing portal, mine safety and environmental AIoT sensing, a National Digital Mining Command & Control Centre, and 5G fixed wireless access — with a joint feasibility assessment as the next step. ● Liberia — National Digital Infrastructure (31 July 2026): Today's MoU with the Government of Liberia for NDIP, described above. Taken together, these engagements position BCSSL and GCIB Africa as an emerging digital infrastructure partner of scale across West Africa — spanning sovereign cloud, cybersecurity, government digital services, and AI-enabled natural-resource management — built on the same partnership model in under four months. The Company intends to continue evaluating similar digital infrastructure opportunities across the region, subject to due diligence, feasibility outcomes and execution of definitive agreements in each case.
