During his career, he served in several senior positions in the Government of Haryana/ Government of India, including Additional Chief Secretary and Principal Secretary, and retired as Secretary to the Government of India, Ministry of MSME. He holds a B.Sc. degree from Guru Nanak Dev University, M.Sc. in Mathematics, Master's in Development Administration, and M.Phil. in Mathematics and Public Administration. He has extensive experience in public administration, governance, infrastructure, regulatory affairs and dispute resolution. During his distinguished career in the Indian Administrative Service, he held several key positions in the Government of Haryana and the Government of India. He has overseen numerous infrastructure and public administration projects while serving as Administrative Secretary of the Public Works (Buildings & Roads) and Irrigation Departments, Government of Haryana. Mr. Jalan has significant quasi-judicial and adjudicatory experience, having decided more than 20,000 cases while serving as Chairperson/Member of the Appellate Authority in the Ministry of Textiles, Financial Commissioner, Haryana, Principal Secretary, Town and Country Planning (in appellate capacity), and carlier as a Revenue Court. He has also served as an Arbitrator in matters relating to the Union Government. He s the recipient of several prestigious awards, including the National e-Governance Award (Gold Category) for implementation of the Universal Account Number (UAN) in EPFO, the NDTV/CISCO Award for introducing wide-ranging e-governance initiatives in EPFO, the Director's Special Award for outstanding contributions during his tenure at the Indian Institute of Public Administration (IIPA), an Bhim Award for promotion of sports in Haryana.
