Sub: Intimation under Regulation 30 of the SEBI (Listing Obligations and Disclosure Requirements)
Regulations, 2015 – Revision in the mechanism for payment on account of diesel price variation under Mining
Service Contracts with subsidiaries of Coal India Limited
Dear Sir / Madam,
Pursuant to Regulation 30 read with Para B of Part A of Schedule III of the Listing Regulations, we wish to inform
you that on 21 October 2026, the Company received a communication from Western Coalfields Limited (WCL),
a subsidiary of Coal India Limited (CIL), on a revised method of compensating mining contractors for changes in
diesel prices. CIL has issued this to all its subsidiaries, including WCL and Northern Coalfields Limited (NCL), with
whom the Company has mining contracts. The detailed method is set out in CIL letters No. 456 and No. 466.
Background:
Diesel is a major cost in the Company’s mining operations. Under the existing contracts, compensation for diesel
price changes is linked to the retail fuel outlet price.
From 20 March 2026, the price of diesel bought in bulk rose sharply above the retail price, and due to supply
restrictions at retail outlets, the Company approached CIL and apprised it of the issue. CIL vide its letter No. 385,
changed the basis of compensation from the retail price to the bulk price with effect from 20 March 2026.
As the interim arrangements did not fully cover the steep rise in diesel prices, which have increased by about
86% over the level before March 2026, CIL has now finalised a revised mechanism through its letters No. 456
and No. 466, which replaces the interim arrangements. Its main features are given below.
Main features of the revised method:
1. Compensation will be based on the bulk diesel price actually paid, including transportation cost (not
exceeding the price at the nearest government oil company depot), instead of the retail pump price.
2. 100% of the increase in diesel price over the price assumed at the time of the tender will be compensated.
The quantity of diesel compensated will now be based on the standard consumption norms for the work
done, instead of a fixed formula in the contract, so that compensation is more closely linked to the diesel
actually required.
3. Fortnightly payments (up to 75% of the value of work done), introduced under the interim arrangement,
will continue, with final settlement in the monthly bill.
4. The revised method applies retrospectively from 20 March 2026. The amounts received under the interim
arrangements will now be reconciled with the revised method.
A simple illustration is given in Annexure B. The actual amounts will depend on the work done, the diesel
consumption norms and diesel prices, as verified by the customers. The details required under SEBI Master
Circular No. HO/49/14/14(7)2025-CFD-POD2/I/3762/2026 dated January 30, 2026 are given in Annexure A.
This intimation will also be available on the Company’s website at www.cmll.in
Kindly take the above on record.
Yours faithfully,
For Caliber Mining and Logistics Limited
