As per the MoU, HUDCO aims to provide financial assistance to the extent of Rs. 25,000 Crore (Rupees Twenty-Five Thousand Crore), over a period of five years for development of industrial infrastructure including acquisition of land for the projects. Yours sincerely For Housing and Urban Development Corporation Limited Vikas Goyal Company Secretary & Compliance Officer Encl.:As above hudco A NAVRATNA CPSE MEMORANDUM OF UNDERSTANDING This Memorandum of Understanding is entered on 2nd September, 2026 at Patna, Bihar Between The Government of Bihar [Housing and Urban Development Corporation Limited] (hereinafter referred to as the "HUDCO Ltd.") 1. The Government of Bihar is undertaking development of industrial parks projects across different district of Bihar for which it requires timely availability of land. 2. Infrastructure Development Authority, Bihar (IDA) has been entrusted by the Government of Bihar with facilitating and/or implementing identified infrastructure development initiatives including development of lndustrial Park (hereinafter referred to as the Project) in the State and to fulfil responsibilities it may be required to undertake ącquisition, purchase, consolidation or development of land and development of enabling infrastructure for Industrial Park projects. 3. This MoU is made to facilitate Housing and Urban Development Corporation Limited for planning, development and financing of the proposed Industrial Parks in Bihar ina time bound manner as per the rules and regulations of the State Government. 4. Housing and Urban Development Corporation Limited shall provide term loans to the extent of Rs 25,000 (Twenty Five Thousand) Crore, over a period of S years, for development of industrial infrastructure including acquisition of land for the project. 5. The loan shall be availed in tranches by the statutory authority specifically designated by the State Government. 6. Housing and Urban Development Corporation Limited shall provide funds on flexible terms and conditions, including a moratorium period with a flexible repayment schedule up to2 5 years, with the option of prepayment. 7. The repayment of the loan shallb e made from escrowing the revenue generated from the project or by ringfencing of other sources of revenues coming from identified receivables/ state budget so as to ensure timely payments to the Housing and Urban Development Corporation Limited. 8. Separate operational agreements with specified scope of work and terms and conditions, shall be executed based on mutually agreed terms between the Parties, keeping in view of the requirements of the projects. 9. This MoU is executed to put on record the intent of Parties to undertake the activities as stated. This MoUs hall remain valid for 3 years from the date of execution subject to annual reviewN.
